As Medicare continues to evolve, I want to take a moment to address some important changes happening within Medicare Advantage plans—why they’re occurring, what they could mean for you, and what remains unchanged.
Medicare Advantage plans are experiencing increased financial pressure nationwide. One of the primary reasons is lower-than-expected federal funding increases. Recent Medicare funding updates have come in well below historical averages, while healthcare costs—such as hospital care, outpatient services, and prescription drugs—continue to rise at a faster pace. This imbalance limits insurers’ ability to expand or maintain some of the supplemental benefits many members have come to value.
The Inflation Reduction Act (IRA) has also played a role. The IRA introduced meaningful improvements for Medicare beneficiaries, including lower out-of-pocket prescription drug costs. While these changes benefit consumers, they also shift additional costs to insurance companies, tightening plan budgets and reducing flexibility.
At the same time, Medicare Advantage insurers are facing higher operating and compliance costs due to increased regulatory and administrative requirements. These added expenses reduce flexibility to offer enhanced benefits such as dental, vision, hearing, transportation, and fitness programs. Compounding this challenge, Medicare recently announced a modest proposed rate increase of approximately 0.09% for a future plan year—well below what insurers anticipated, given rising medical costs.
It is important to note that strong consumer protections remain in place. By law, Medicare Advantage plans must spend at least 80% of their premium revenue on healthcare services and quality improvements for members. This Medical Loss Ratio requirement ensures that plan dollars are primarily used for member care— not administrative overhead or profit.
As a result of these pressures, some plans may reduce or restructure extra benefits, adjust copays or cost-sharing, or choose to exit certain counties or service areas. What has not changed is the foundation of coverage. Medicare Advantage plans must still cover everything Original Medicare covers, and preventive services and core medical benefits remain protected by Medicare rules.
Medicare Advantage plans continue to grow in enrollment nationwide. Millions of seniors value the predictable costs, coordinated care, and added benefits these plans provide. Enrollment is expected to continue growing in the years ahead, despite these financial and regulatory challenges. If you have any questions, call us at 330-633-7713 and let’s discuss your needs.
